The problem is really in the Ubuntu-specific binaries, not in Wine as such. I'm
pasting an email I got from Scott Ritchie <scott at open-vote.org> when I pointed
out this problem:

Yup, I can, and am already aware of it.

There's a bigger problem though, in that Ubuntu doesn't have a 32 bit
version of this library on amd64. So 64 bit will stay broken until you
can upgrade to 9.10 (I'm uploading the fix as I write this). Thanks for
the notification though :)
