Test program showing bug

This simple test program also shows the bug.  In particular setting
WINEDEBUG=+win and grepping for SetWindowPos (and the word "after") shows calls
to SetWindowPos and some are in reverse order.  The reversed ones also have
different flags set.

Interestingly, when I increase the timer interval, eventually it goes away.
