This was given as a workaround by Kol:

"get a compiled file "winemp3.acm.so"
from previous version of Wine and put it to the wine/lib directory
of the current version (or rename it to "winemp3.acm" and place
it to C:\windows\system32)."

Furthermore Johannes S. suspects it has something to do 
"- Use of external libmpg123 for mp3 decoding." in Wine 1.1.29

As far as I can tell this error has remained in all versions between 1.1.29 and
1.1.35(which I am using right now).
