I disagree with that statement since this bug is clearly a regression (it has
worked before). Furthermore I don't compile my wine and it's the 32-bit version
which should work fine. I also compiled the latest version of libmpg123 so I
don't see where the problem should be.

I personally think of an implementation error which caused the sound to go from
working to blocking.
