I think this bug is related to bug 20277.

Please try again by running the following command in the program's directory to
start VirtualDub:
  WINEDEBUG=+mpeg3 wine VirtualDub.exe

If sound work this way, then the solution I give in the comments and the patch
should fix this issue.
