 The +relay,+wininet,+seh,+text log between the two dialogs.

The app puts up this dialog right before connecting:

This document is protected by a policy from an Adobe LiveCycle Policy Server. 
You are about to contact the site:
  https://foo.bar.com
If you trust this site, click "Allow" to continue, otherwise click "Block" to
cancel.

And this dialog on failure:
This computer must be connected to the network in order to open this document.
