Catalogs are described by .cdf files which are parsed by the CryptCATCDF*
family of functions. They look like plain .inf files to me, so implementing
these functions might be as simple as wrapping the inf parser in setupapi.

I'll let you judge what's needed to create a catalog file ;-)
