I've noticed something that might make it easier to reproduce - the same
messages also appear during a part of the game's startup.  The pause doesn't
reproduce, but the same "No interface ..." messages are shown in the same
order.

To reproduce this in startup, start Morrowind and hit escape to skip the intro.
The game files will load with progress bar a (Initializing, ...).  Once the
progress bar disappears, the problem reproduces.
