No, I've not installed any devkits, I tested with freshly created wineprefix.

In fact, 2gis-3.0 is supported much better by latest versions of wine, though
it depends on wine version at lot. E.g. wine-1.0 from ubuntu 8.04 does not
work.

Anyway, I can't reproduce exactly this bug with latest version of wine, so I
don't know if it should be kept open.
