Are you saying that they randomly disappear on you? I can only get them to
disappear when minimizing the window. Then when the window is maximized, they
are gone.

Also, I have tried to resize the Photoshop main window so that the toolbars are
visible around the main window, but when minimizing, and then maximizing the
window, they still disappear. I'm not sure emulate is what you meant but
resizing the PS window for me does not work on Photoshop 7.
