This turns out to be a regression:

7804129e68a0b25549b729854c15706827140b46

I did a checkout just before this commit and the installer proceeds. Adding
that patch makes it fail to download the subsequent installers again. Remember
that the full install still doesn't work but I will open a separate bug report
for that once this is fixed.
