I can confirm this problem on ubuntu intrepid, wine 1.1.13.

When running:

LC_ALL=he_IL.utf8  LANG=he_IL.utf8 notepad

I get the first Hebrew character typed in the line repeated on screen when
typing subsequent, different characters. This is not rectified for me by typing
<Enter>. That means that wine has practically ceased to support all Hebrew
input.
