It's not fixed unless a patch went into Wine to fix the problem.

The instructions on the AppDB mention many different things such as suggesting
to use 1.1.23 with some patches or was it that you didn't install .net with
winetricks?

Without providing us more information on exactly what you did starting from a
clean prefix this bug will be marked invalid.
