Upon further testing I have managed to get the application to install using a
different cocktail of winetricks installs and MS installs.  The following will
allow the application to install but not run.  I be posting attachments for the
errors generated at run time momentarily.

sh winetricks corefonts dotnet11 dotnet20 fontfix gecko tahoma vb6run vcrun6
vcrun2003 vcrun2005 vcrun2005sp1 wsh56.

You must also download and install the redistributable MSI 3.1. 
http://download.microsoft.com/download/1/4/7/147ded26-931c-4daf-9095-ec7baf996f46/WindowsInstaller-KB893803-v2-x86.exe

Make sure you do not use winetricks to install msi2 or comctl32 they will crash
the msi 3.1 installer.
