I've tested this on new hardware and still experience this stutter.

Core 2 Duo P8600 @ 2.4Ghz
4GB Ram
GeForce 9600GS 512Mb

Intel(R) Core(TM)2 Duo CPU P8600 @ 2.40GHz GenuineIntel GNU/Linux

Counter Strike Launch Options

-dxlevel 81 -heapsize 1048576 -w 1440 -h 900 

Again this usually occurs with HE explosions, but not every explosion affects
this hitching/stuttering.
