In latest git (with reverts to workaround Bug 18990 and Bug 19068), qcap is no
longer a workaround.

Reverting 806ea86be2f2f1bbea09d39b242816624bef2b26 does still work though.

Further testing seems to show that this commit does not fix Bug 13371, and just
blocks it.
