Confirming.

Created a new account (because I don't want to mess with this one).  At this
point I can change my email address.
Changed email address.  At this point the email address can no longer be
changed.

After the email address is changed, it is marked as "confirmed" and can not be
changed further.

This is probably an option in Bugzilla somewhere.  Can this be switched off?
