IDE-wise, vb5cce is almost the same as vb6. And vb5cce is free to download:

I am surprised how well it work, yet I can confirm the described bug.
The automatically appearing dynamic tooltip crashes wine. I will attach a log.

Installing native 'comctl32', 'riched20' and 'riched30' did solve the problem!
Wine did no longer crash for me.
