patch that lets wcf installer finish fine

The attached patch is enough to let wcf installer finish fine for me.
Apparently only wbemprox needs to get fleshed out a bit (and also
LsaLookupNames2, but that's covered by other bug already). 

unfortunaltely the .net 3.0 installer still crashes in the end here, but then
in wpf installer it seems. When i run the wpf installer standalone it finishes
fine here. Another mystery
