tarballed patches that implement opening/saving files as ANSI, UTF8, UTF16-LE
and UTF16-BE

Tarballed patches that implement opening/saving files as ANSI, UTF8, UTF16-LE
and UTF16-BE. These patches have been reorganized and tweaked a bit: the
addition of the Encoding drop-down box to the Open/Save dialogs is now in the
3rd patch.
