alright, apparantly it is NOT the new version of wine causing this issue. the
issue arises after adjusting preferences.

i uninstalled wine, leaving the preferences folder intact, reinstalled bug was
present.

i uninstalled again, this time deleting preferences, reinstalled and bug is
fixed. it may have something to do with using flac.exe encoder in conjunction
with foobar2000 that triggers the bug
