fixes expp handling in ARB mode

GLSL seems to be broken too. Also Stefan mentioned that this expp syntax was
only allowed in d3d8 and gets "filtered" in d3d9, however I didn't find the
code that does that.

Plus I need someone to run the testcase on a windows system.
