I've removed .wine as asked, and removed wine-gecko using apt-get.

I reinstalled steam on a pre-generated .wine directory, and I am still unable
to install games.

Vitaliy, listen to me, there is an "install" button on the "Games" window in
Steam. You press it to install games that have not been downloaded to your
computer yet.

A new error message has cropped up since:

err:ole:CoGetClassObject class {9a5ea990-3034-4d6f-9128-01f3c61022bc} not
registered
err:ole:CoGetClassObject no class object {9a5ea990-3034-4d6f-9128-01f3c61022bc}
