[Bug 10250] Chart Navigator fails to start

In wine 1.1.17 installation complains that WS2HELP.DLL is missing and if it
will not be available, then the program won't work.

I answered to continue anyway and it installed. When starting the program, it
started up a window Maptech setup, Starting...this may take several seconds.
Please wait...

It hung there indefintelly, so I had to kill it.

I ran it anyway and got the same error and crash as in #4.
