Windows doesn't have such a notification.  See e.g. Raymond Chen:

Whether or not you have to umount/mount the floppy is up to the distribution,
and unrelated to the whether notification occurs when a floppy change happens.

Even if such a notification existed in the distribution, there's no
corresponding notification you could send in Wine that would change the Windows
program's behavior, as there's no Windows signal that a floppy change has in
fact occurred.
