I have been having the same issue running Jaunty x64. Running the notepad from
Applications -> Wine -> Programs fixed the problem without having to remove and
re-construct the ~/.wine file structure. mountmgr now works in winecfg.

Here is what shows up on the console (output is short, so I'm putting it
inline):
