I am having this same issue on a Radon Card. I am sure I have pixel shader
enabled. The card is a Rad eon X1650. I am requesting that this bug be
reopened. I am running ubuntu 9.04 64-bit. Here is my output from glxinfo |
grep renderer:

direct rendering: Yes
OpenGL renderer string: Mesa DRI R300 20060815 TCL

Also, The notification only appears when the game is run from a menu.
Attempting to start Spore from a terminal results in the following:

WINEDEBUG=+d3d wine "C:\Program Files\Electronic
Arts\SPORE\Sporebin\SporeApp.exe" -locale:en-us -safe
trace:d3d:DllMain WineD3D DLLMain Reason=1
trace:d3d:wined3d_init Allow pixel shaders

At which point nothing further happens.
