a simple test for this behaviour

Attached is a testcase for the GetTitleBarInfo(hwnd, NULL). I've no idea where
to put the test in the wine testsuit.

It could be compiled with:
i686-pc-mingw32-gcc -m32 -g -mconsole -mwindows -o main.exe main.c
