I did some testing.

nVidia v190.42 @ 16bit color depth. All the following versions are OK:

 * 1.1.28, 1.1.29, 1.1.30, 1.1.31, 1.1.32

 * 1.1.28, 1.1.29, 1.1.30, 1.1.31, 1.1.32


So because reported system has ATI card, i would say that ATI driver is the
reason. Similar/duplicate see bug 20589.

@Saverio> Could you test wine-1.1.26 and wine-1.1.27? Because you say "1.1.31
or (slightly) earlier" and there is another bug 20022 which is "ATI only". Then
this would be duplicate of that bug.
