You're completely missing the point -
if even ASCII strings can't be sorted language independently,
then that "Unicode collation table" implements a sorting
scheme that is more or less broken for any language.

That table is just a template for languages to
have some sorting scheme for chars that are *outside*
that language.

I think even the docs on that site say so, just in a bit
vague terms.
