I've got the same issue while trying to launch a Symbian S60 emulator
(epoc.exe) from the Nokia S60 3rd edition FP1 SDK.
Wine version: 1.1.31

The emulator was installed according to this instructions: 
http://diary.braniecki.net/2007/03/19/nokia-s60-sdk-on-linux/
(except point 7, which I skipped - Remove .wine – rm -rf ~/.wine)

The console says:
 wine epoc.exe
fixme:ntoskrnl:__regs_ExAcquireFastMutex 0x3aad810: stub
wine: Call from 0x7b843892 to unimplemented function
hal.dll.ExTryToAcquireFastMutex, aborting
