[Bug 14168] visual studio 2005 installer appears to lock up because of poor performance

With both the above changes, installation took 40 minutes
on my Q9300.  There was a 26 minute gap between the two directories

c:/windows/winsxs/x86_Microsoft.VC80.ATL_1fc8b3b9a1e18e3b_8.0.50727.42_x-ww_6e805841
and 
c:/Program\ Files/CE\ Remote\ Tools

Now I'll try it with the original hash table.
