I had the same problem with  steam under Ubuntu 9.40 32bit with wine 1.1.30.

The only way i got steam to come up was to kill the "services.exe"-process.
After that, i got the loginscreen for steam. The login and the download of cs:s
worked without any problems.

At this time i still trying to get cs:s to run, but hl2.exe crashes in every
try.

The terminal alwasy sad:

wine: Call from 0x7bc48de0 to unimplemented function Steam.dll._f, aborting
