Yes, this bug is still present with Wine 1.1.31.

The menu initially displays in the window and only in the part of it. As said
in the comment #5, if you resize the window to match the size of the game, you
can easily use all the buttons in it and also change to fullscreen mode, which
works perfectly well :-)
