I generated the snippet with WINEDEBUG=+relay,+seh environment variable
exported. With wine-1.1.31-397-g47ec8ab, however, after installing Cortex
Command into a clean prefix and doing winetricks vcrun2005, I see a dialog box:

"Unable to set specified graphics mode because: Overlays not supported!

 Now trying to default back to VGA..."

and then the game subsequently starts. This bug is therefore fixed.
