Following the recipe in 
http://appdb.winehq.org/objectManager.php?sClass=version&iId=10166
didn't work for me; it failed with

err:msi:ACTION_InstallFiles compressed file wasn't extracted
(L"C:\\windows\\winsxs\\x86_Microsoft.VC80.CRT_1fc8b3b9a1e18e3b_8.0.50727.1433_x-ww_5cf844d2\\msvcr80.dll")
err:msi:ITERATE_Actions Execution halted, action L"InstallExecute" returned

Perhaps they've updated the .net 3.5 offline installer
since that howto was written?
