We ask if bugs are still present if they haven't seen activity for a relatively
long time, since they might have been either fixed or abandoned in that time.
Due to the amount of bugs it's not practical to verify this ourselves for every
bug. In that regard you should consider it more or less as an automated reply.

As for the bug itself, yes, you're reading that code correctly, it sucks.
Unfortunately dsound is only seeing minimal maintenance at the moment (as you
can tell from the git log), so it seems unlikely this will be fixed soon.
