Confirming this on Ubuntu 9.04 using Wine 1.1.29. 

By editing my rise2.ini in
"/home/mizipzor/.wine/drive_c/windows/profiles/mizipzor/Application
Data/Microsoft Games/Rise of Nations", setting ForceHardwareCursor=1 and
ForceLowCPUBackgroundVid=1, mouse now behaves as expected.
