It's most important that we move away from "MS Sans Serif", which is a bitmap
font that cannot be scaled/rotated, and which gdiplus shouldn't be able to use
anyway.
I don't know of any applications that rely on the font being "Microsoft Sans
Serif" specifically, but given that we have a test for it I feel reluctant to
change it from one wrong thing to a different (but better) wrong thing.
It seems most win9x and NT4 systems do not have gdiplus:

A few win98 systems do, and these apparently return the correct font.
