Windows apps do not need to know what to do with this call.  Wine needs to know
what to do with this call.

My Windows app does know what to do with this call, others may not.  There are
lots of Windows calls that many windows apps do not know what to do with.

No, I am not writing a winelib app.  Do you mean "If I wish to do this I will
have to write a Winelib app" ?
