I can't reproduce the crash here but I do see the same msi error.

al.exe is installed in C:\\windows\\Microsoft.NET\\Framework\\v2.0.50727
by the main installer which is correct, it's in the same place on a
native installation.

The service pack installer resolves the target directory for al.exe to
C:\\windows\\Microsoft.NET\\Framework\\URTInstallPath which does not
exist on native, even after installing the service pack.
