I think I've done as much as I can on the DB side. I am now checking the e-mail
sending side.

I've changed the bugzilla setting mail_delivery_method to "Sendmail" and set
the option sendmailnow to "Off". This should use sendmails feature of queue and
send so we are not waiting on a successful send of each email. This should
speed things up a bit.
