If the function fails, the return value is zero. To get extended error
information, call GetLastError.

On Wine function fails and last error is set to ERROR_CALL_NOT_IMPLEMENTED.
Seems like a bug in your program.

However function is still not implemented. But you'll have to provide a real
app that uses this.
