In addition, http://msdn.microsoft.com/en-us/library/aa368007.aspx documents
file attributes in the msi Components Table, Attributes field.  These are:

msidbComponentAttributesNeverOverwrite 0x0080
msidbComponentAttributesPermanent      0x0010

which means never overwrite this component and do not remove in an uninstall.
It would appear these are the flags that need to be examined by the WINE MSI
install/uninstall software.
