same problem here, installer start and I use offline installation instruction
(exclamation point on right bottom border) and Installer block on this step:

fixme:ntdll:server_ioctl_file Unsupported ioctl 24000 (device=2 access=1 func=0
method=0)
fixme:ole:OleCreateStaticFromData (not shown), stub!


probably I must to installa it by a virtual machine and use an installed
version ?
