Your download URL points to the VC++ 2005 Express Edition which works fine with
known workarounds (see appdb).
It's highly unlikely that such old stuff like "Visual Studio 97" can be
downloaded from public servers.

Provide a download location for the real "old" thing (might be even a private
server) or upload a full relay log. The relay log attached here is too short.
