[Bug 25382] The application 'TI-GRAPH LINK' does not render 'Program' window correctly

I tried making comctl32 native. It did not solve the problem. Furthermore, I
don't believe that TI-GRAPH LINK makes use of comctl32 since it is a 16-bit
application and since it still launches fine with comctl32 set to native but
with no native version of the dll installed.
