[Bug 24667] On ATI cards, all source-based games flicker, and fail to show some objects and NPCs

Description fix:
It's not screen flickering - it's more looks like textures flickering, but it's
not only flickering. Textures of walls and others static objects not only
flickering but also change coordinates. For example little part texture of wall
can jump off the wall and back. It's easier to see than describe.

Textures flickering part of this bug occurs only when multithread rendering is
enabled.
