vbrun60 is not really a dirty way; it's the only way because implementing
the visual basic runtime is out of scope for the wine project.
It is in fact safe (modulo EULA concerns) to always run
  winetricks vbrun60
when creating a wineprefix, but it's not something wine's going to do for you.

Now, you said that the app worked perfectly in wine-1.2.
Please retest by installing wine-1.2, deleting or renaming your ~/.wine
directory, and installing the app afresh.  If it works, then
probably the app bundles the vb runtime, and newer wine is botching
its install or something.  But it seems more likely that it won't work,
and it used to work because you had installed the vb runtime before but
forgotten about it.

If that's the only verb needed, and the app really doesn't bundle
that library, then this bug can be marked invalid for now.
