Not only is this not fixed in 1.1.38 for Office 2003, things have gotten worse.

In Word 2003, trying to insert clipart now starts the installer, which tries to
install the clip organizer (even though it is installed by default), then ends
with a message that "installation ended prematurely because of an error." The
clip organizer nonetheless opens, but cannot find the clipart--neither
searching nor browsing works. The actual clipart files are installed just
fine--I can see them in Konqueror, and even insert them into native Open
Office. In addition, it is no longer possible to work around this by using
Insert Picture=>From File, because it is no longer possible to insert pictures
from a file at all. (Yes, I will open a new bug for that as soon as I run the
regression test.)

For Office 2007, things are better, but still not entirely fixed. Searching
clipart still does not work at all, but it is now possible to browse the
collection through the clip organizer, select and copy an image to the
clipboard, and manually paste it into the document, so long as you don't close
the clip organizer before you paste it (otherwise it is erased from the
clipboard, even if you tell Word to keep it available). Inserting an image by
double-clicking does not work (it should).
